Not a bad suggestion, but a bit more difficult. That would involve editing of spawntables and such. Considering this only even effects Poptops not spawned by dungeons, it seems excessive.
Not to be rude, but that quote means nothing. It doesn't say if the prey is larger or smaller, it just explains what it does to it's prey.
Plus, this isn't a fully serious, legitimate mod. It just makes them harmless because Poptops are cute and I don't want them attacking me.

Say you saw a giant creature in the wild. You could try and kill it to eat it, but you risk such a high chance of death when there's smaller animals around you to eat. Creatures like the Poptop are small to the point where it's odd that they always try to eat you.
Also Poptops are just goddamn adorable and I just didn't like being attacked by them.
