I admit the same effect could be achieved by using 2 shunters, but that means your paying for 2 engines, this way is more economical as its cheaper to use a reversable wagon

Its scrap, the wagon serves to allow the shunting of wagons, as wagons arent normally allowed to reverse, the shunter is attached at one end, the shunters wagon attached at the other, creating a kind of push-pull train that allows the shunter to reverse and go forwards, instead of flipping
