No she's not, else she will have glowing eyes. There's not Loyalist's signature anywhere in the files, and it's been over 1/2 years I have her model. I discovered the model before Loyalist's mod. (It was from "Shi")
Last time I tried the playermodel, I think she uses her actual c_arms. I didn't touch any files related to that, so it's okay.
Gotta update these screenshots one day...

is your uni from Loyalist? did you add c_arms for her or does she use nepgears hands like in the original mod?

There were two models (The one from Shi's addon, and the one from VJ Base)
I think it's because I wanted the jigglebones to work properly.

Idk, there is this tutorial which convert already existing ragdolls models to playermodels and npcs, but porting from other games/sites, I dunno... sorry
