as far as npc that are part of your faction and you can control yes, any character you can tell what to do can use them.
as far as other npc you cant control or slaves and prisoners for that matter goes i dont actually know, technically there is no limitation that prevents them from using it but you would have to edit there goals they do to make them use it.
by default npc wont use unless you edit there ai to tell them to use nearby training dummies in the town.

@✪ Simon i could not include all fighting skills since some need special situations like overweighted fighting for examle for heavy weapon if ei remember correctly but all that you can train at any time because they are only bound to what weapon type you are using is possible. im sadly not good enough in moding the game yet to include them all.

i mean weapon skills, heavy weapon, etc.. mine does not change even i fought for 180days.. so i am looking for a mod to improve that. so does it contain that?

@✪ Simon i am fully aware that the game already has some but this ones go to a higher level so its possible to give a better training before you go out and attack people

@Ether, the mod is made in that way that he changes the starting conditions so that you can build them at any time. if you have any other mods that might eddit the vanila starts then should you try it without them.
