Report a translation problem
I have reuploaded new (1.29) versions of (most) my mods. These had to be reploaded because I couldn't update the old ones due to the crappy new UI.
I have put links to the updated versions under the old mods' description.
Sorry that this update took so long.
If you manually place them in the mod folder of eu4 they should show up in the eu4 mod selector interface. Make sure folder locations are correct, the folders are not zipped and the two necessary files are both present. One is the mod content (the folder) and the other is a ".mod" file. If this doesn't work then I really don't know. Usually it's a steam problem and manual download solves it 100% of the time.
I'm not sure what the peoblem is, but I will try to help you. When you subscribe on steam and download them they should appear in the mod section when you start up eu4. Try running eu4 after stean download is completed, then exit the game and start it up again. They should be there. If they aren't then there is something wrong with steam download.
What you can do is manually download my mods, unzip and place them in the eu4 mod folder. I have given a manual download link in my Expanded mod collection. Manual download should guarantee that nothing goes wrong with the downloading process.

i was trying to implement some cancelling mechanism like you mentioned but ran into some issues with events. unfortunately, for now this will have to do. sorry about the inconvenience.

the educate ruler is worth it if you have a 20 year old something ruler. just get mana from estates and spend it on this every 15 years that you can. definitely not worth it when the ruler gets older.
the society's cost is like one tech. it gives 3 bonuses and 1 negative modifier. i'd say it is worth it if you are going for a particular play style.

25 years is definitely on the harsh side. let's see how the 15 years goes and what people think.
i made the 300 mana into 180 for education.
tbh i don't like that idea. i dont want this mod to be an easy way of getting rid of shitty rulers. shitty rulers is just part of eu and must remain. so i won't be doing an exponential increase on the price. i will be reducing the 300 to maybe 180 (instead of 25 years to 15 years).

that way a player only pay 450 to go from 0 to 3, instead of 900.
and would you ad an hair school for hairs under 15 years old then they graduate when reaching 15 years old, spend money per turn to increase an hair adm. dip, mil points (more money spend more chance for increase).
the hair school wont clash with this mode, because some time your get an old hair, and hairs has a chance to earn +1 points in school.
also, you get negative unjustified demands and core creation cost modifiers, and I think you typed "province war score" instead of "province war score cost" somewhere.
I added more options to societies. now each of the sub categories have two choices themselves.
e.g. scientist can be either focused on physics or medicine. the same applies to all other sub-categories. each have unique bonuses. they are much clearer in-game as compared to here (Steam description is a mess).

hadn't thought of that. sounds interesting. but i do have one issue with it. ruler personalities are random and eu4 has enough random things imo. i kindda wanted to create something that the player actively chooses/changes to suit his/her play style. this goes against the random nature of ruler personalities.
i can always add more options to the societies. in fact, i already have some in mind.
it definitely is. it starts paying off after 25 years. i obviously didn't want to make it too op so that one can easily get 6 6 6 rulers. it's just an option to invest if you have a young ruler and happen to have too much mana at a certain time.
i might reduce it if a lot of people think it's too much.
