i am not playing Stellaris right now. but this playlist was pretty much up to date. i just added the Planetary Diversity Unique Worlds v3 Comp. patch, which i recently released and added it to the mod loading order description as well. apart from that mod everything should be unchanged and therefore valid for 3.13. have fun
that's not a silly question at all. and yes, this mod collection is up to date as of today, which does include full compatibility checks. it should therefore work as intended. have fun!
i did not have enough time to play with my mod collection recently. so it's not 100 % updated and checked. that said i was asked the same question a few days ago and i took a quick look again at the modlist and frankly i think that the mods that are included within this mod collection are up to date and most of them have also been checked for compatibility with ACG not long ago. so even without a full 100 % check, i think you should be good to use this collection without encountering any compatibility issues

my playset is like your ACG play set ..
the bug you describe can have two potential reasons:
1. you either do not own the "Apocalypse" DLC for Stellaris which is mandatory to use ACG (most likely the reason)
2. you are encountering a compatibility issue
if you are owning Apocalypse DLC and enabled this DLC during your gameplay then check your mod playlist and check if there are potential incompatible mods. Otherwise you can send me your playlist and i will see if i can help :)

Reason: I don't know why but Guillis Planet Modifier mod is causing huge performance issues for me midgame onwards. Once it was removed, my game is running smoothly again - just fyi ***

it's working fine for me and i don't see any descriptor files missing (also not for GPM patch). i guess it's working fine for you now too since you wrote in my main ACG that it's fine now and you are enjoying ACG? :)
Also most of your patches are missing descriptor files, mainly Guiles planet modifier patch so you cant even use it
EG* Galaxy Colours Restored => removed (an updated ACG custom designed code will be included into ACG today making this mod unnecessary in the future
Carrying Capacity => removed because it's outdated atm. will be added back once it's updated
Alternative Fallen Empire Buildings => removed because it's outdated atm.

i am most likely soon going to work on a comp. patch for one of those ethics mods (Ethics and Civics Alternative Redux by LordoflA). i am just waiting for him to finish updating/polishing his mod before i start working on the comp. patch
i haven't updated this mod collection for 3.* yet. i hope to find some time to update it next week. regarding your questions about those 3 mods:
Beautiful Universe does not need an update for 3.* and should still be fully functional with ACG and 3.* imo
Technology Repeated might or might not need an update for 3.* => i did not check it yet but if i had to guess, then i think it will most likely work with 3.* without an update => although i can't promise it
Carrying Capacity would need an update for 3.* and the author is already working on it or intends on working on it soon afaik

i have not tested this full mod collection in 2.8.0 yet because i am facing the 30% loading screen bug which happens due to using too many mods (has nothing to do with ACG). this bug is known to PDX devs. So i wait for them to fix it and then i will play with this collection again. i do not use external mod managers and would rather wait for the official launcher to be updated. if PDX devs don't fix it then i might choose to use it later on but right now i don't have much time to play stellaris anyway.
so i can't guarantee that there won't be any issues but i think this is the or one of the most thoroughly checked mod collections of the workshop. there are not many modders who really take the time and effort to check cross compatibility and files/code for a whole collection ;) .. so even though i was not able to test it yet - i am pretty sure it should work (unless something changed after i last checked on 11 november)
this mod collection was working fine pre 2.8.0 i.e. in 2.7.2 => i.e. mods were compatible with ACG and also had no hard incompatibilities between each other.
on 11 november i have checked all those mods including code/files for 2.8.0.
mods that were outdated and would cause issues have been removed from the modlist. mods that in my opinion still work with 2.8.0 and my ACG mods (no matter if they updated or not) stayed. beautiful universe was not updated for quite a while but by checking the code and files of this mod i could not find any potential issues. so i assume it's still working with 2.8.0 as it did with 2.7.2
Regarding this modlist, have you actively tested these mods in version 2.8.0, and if so, can you confirm that all of them actually still do work together when you play ACG, even if some of them haven't had updates to their own 2.8 versions?
Beautiful Universe 2.0, for example, is a full year out-of-date (last version 2.5, 2-Nov-2019), and in that mod's comments thread, there have been serious questions raised about whether it's working properly with 2.8. Some say yes, some say no.
PLEASE NOTE:
If you are stuck in the loading screen (with about 30 %) to main menu with this mod collection then please be aware that this has nothing to do with the mods itself but only with the amount of mods => this issue is already reported to PDX and i hope they fix it soon

IMPORTANT
As of right now i only updated my mods. I did not check this mod collection since 2.8.0 arrived because i wanted to wait if some of the mods included in this mod collection will be updated prior to taking any action (like removing or updating outdated mods myself)
I will make a full check of this mod collection this week and update it when necessary. Right now i am working on implementing some economic code of Glavius AI mod into ACG because it seems Glavius is not updating his mod. Stay tuned.

due to the most recent major AI update for ACG i had to create a new compatibility patch for "More AI Personalities" => so i added this new Comp. Patch to this collection
Removed Dark UI and Dark UI Overhaul Dynamic Comp. Patch from the collection because both mods are now included in ACG (together with Dark UI Alternate Icons) + a lot of updates/reworks
