I never understood why banning luxuries was a feature in the first place. Realistically, it never works.

Does this work for anyone? I sub but it doesn't appear in my mod list, it doesn't even seem to be in my mods folder.

Seems kind of cheap, but I remember in the very first civ 5 playthrough I ever did napolean was a total asshole with this feature and banned every last one of my luxaries (One that I had to fight and take over a city state for in a pretty ugly war) and it caused revolutions due to unhappiness, so subscribed

Bismark proposes to ban gold, I have gold and block it. Bissmark messages me a couple of days later all pissy that I ruined his proposal...
Seriously though I just had to retire from a game because 8 luxury items had been banned it was just unplayable

hooooooooly crap this is what I've needed forever. All the AI does is ban luxuries. It's ridiculous. There's so many resources IRL that a few banned ones here and there won't make a huge difference on people's economies. But in the game there's only tens of them, and the AI doesn't ever want to do anything else. Thanks!

Thanks! The Idea behind vthe banning of Luxories is good, but I had serveral Playthroughts where it was the only thing the AI would propose, which is really annoying, altought I almost all the time have enough Delegates to Block it, cuz the World Congress would just not make any difference whatsoever other than making me hate the AI for their dumb suggestions

It was a good idea; nations develop a monopoly on a resource and when they start being a dick about it the WC can ban it, a way of keeping nations in check if they want to hog all of a resource and charge outrageous cost, or a good way to cripple a warmonger. The problem is, when put into action the AI just randomly picks resources they don't benefit from and it just ends up being really, really, extremely annoying and tedious. Thank God for this mod.

Can someone tell me if there is a mod that just removes the World Congress from gameplay altogether? I get real sick of it sometimes and would rather just play BNW without it.

Frankly I'd rather have a mod that removes it completely (it's just another way for the AI to screw you over, even though they cheat on any difficulty higher than Cheiftain - there hasn't been a single time where it's worked in my favor), but this certainly makes it somewhat more tolerable.

the idea (not saying its a good one) behind banning luxuries is to try and screw over other countries, but its really only gonna work on multiplayer with a lot of conspiracies, because no sane computer would agree to that

Why stop it from being used? Doesn't anyone else use it to screw with the AI? I always have enough City State allies that even on immortal they never get anything passed that I dislike. And that is with 14 civs on huge. On the rare occassion I don't, money works on AI too. Just pay them to vote with you.

First time a luxuy ban was proposed, it banned salt, and I was the Civ that has the most salt tiles! I was flipping mad!
