Is that true? Naval research slot can't start research tech-A while normal slot researching tech-A.
Your operation can't repeat for me.
It looks like a bug of steam workshop or paradox launcher.
Please try following operation;
Reload installed mods with clear out cached information and update from server
(from launcher->All installed mods->reload button).
The problem began on its own with no warning, one day the research slot just disappeared and that's when I came to comment here. After that I tried resubscribing but that's when the "descriptor file missing" error began to appear.
How do I report if I need to?
Would you tried standard solution like re-subscribe mod and more? "Descriptor file missing" was happen to me too at once, but it is fixed at least in my environment. There are no another report without you now. I'd like to resolve your problem, so try some solutions at first and report me please.
Tried to fix again and now workshop mod looks like working for me. If it doesn't work for you, report me with your environment info like what mod installing, what country you playing, and more...

Sorry for late response.
This mod is emulation of calculation research progress with Variable system, without using completely same process of vanilla tech research.
To set technologies what you will research, I using technology key(tag? ex:early_destroyer_hull) as key.
So, there are same technology keys while 1944 tech, so this mod can research that technologies.
I'm currently spending my all resource for another mod, "Japnaese Language mod", so it will become late to support update of this mod.
