if the homeworld gets destroyed is there any way to build it at new capital?

I've just updated with a new version that makes it far less likely for the AI to want to build anything in this mod. Whether that improves the AI's ability to actually develop a planet or not, isn't really going to be changed by that, as the real issue is the economic and planetary development AI of 2.3.3, which is broken.

I've been working on the vanilla AI the last few days. 2.3.3 has introduced a slew of bugs and has made the vanilla AI even more dysfunctional. In vanilla, the AI is regularly tanking its economy early, resulting in complete stagnation, including empty planets, and job popping due to dodgy scripting trying to use job sacking to compensate for deficits. It doesn't work, and lags up the game.

This mod only exacerbates these existing problems. Disable the mod for now. Any mod adding more choices to the current decision algorithms will make things worse for the AI.

2.3.3's AI is at the core of the issue.

This is how every non-gestalt AI planet looks like when I have this mod (and only this mod) on. The Gestalts are doing just fine; building districts and buildings like normal, but not the regular empires.

Hi, I would like to report that it seems like this mod is broken at the moment as when this mod is on; non-gestalt AI:s don't build planetary buildings or districts and instead just sits there letting the unemployment and empty building slots mount up.
