Report a translation problem
As I've not encountered a bug like this before, I'd start with the usual troubleshooting steps. First off I'd try to increase the budgets in the game and any other way you can think of which could sort of force more train traffic to occur. If any in-game "boosts" or tricks have no effect, then I'd try speedrunning a "dummy" game just to see if the issue is save-specific or if it occurs every time. If it is not game-specific, then I'd try running the map vanilla / with only the required assets or mods. If the issue is no longer present with "a clean" setup, then I'd start going through my usually active mods and narrowing down which mod is causing the issue.

The shipping routes on the map have been playtested and are functional as they're supposed to be. Some reasons why you're having issues with getting ships to show up could be
1) some mod that affects the game AI in some way
2) some mod incompatibility (usually an AI related mod)
3) some weird quirk of the game itself.
You could try increasing your budget for ships to the maximum and try increasing either tourism (to get passenger ships) or the scale of your industrial areas / industries in general (to get cargo ships). I know at times getting ships, trains, or airplanes to appear can take a lot longer than expected as there are so many factors that come to play in it, as well as a degree on randomness. I hope this helps in some way at least!

That being said, sometimes, as we all know, the planes (+trains, ships etc.) can take a ridiculously long time to start generating traffic. Also I think the amount of plane traffic your city has is dependent on more than just the population as well, so there might be something to look into in that regard.
Now, as to what you could do, if you're inclined to think that there's something wrong with the airplane paths (which is the only thing in a map that can affect the airplane availability), you could try expanding the existing airplane routes. However, as you have been able to place down airports in the first place, it means the airports are in fact connected to the connections which should provide airplane traffic.
Lastly I'd check any AI or airplane-related mods (TMPE, etc.) if you're using them. There could be a glitch / issue / incompatibility going on.

In case you're already using the function and you'd still like to have the roundabouts as an actual asset, you could also use the import function in the asset editor and make it an actual asset by yourself that way if you'd like to :) Hope this helps!
To answer your question directly, the map will probably load without the DLC too, but it will be bugged out and unplayable. Hence go for the NExt2 version if you do not own the Mass Transit DLC :)

I'll try out slimline highways from the workshop to see if I can get to three lanes without ruining overall appearance and/or having to redo/move all of it, esp. after I have spent 6-7 ingame years to get a 1.6 gigawatt dam working and water levels to ease off reasonably.
Three lanes just helps so much with traffic management & "lane mathematics" (shoutout to Biffa!) as soon as you hit 30-40k and above & traffic starts to get serious.
Still: it is a very beautiful map! Interesting features to be inspiring, still enough space for implementing own features, well done!
