Unfortunately not at this time. I'm not the main owner of those, who I haven't been able to contact for some time.
It's paintable, the cosmetic uses default TF2 files for it, though it might be the kind of texture that SFM doesn't like where paintable parts are black instead of white. If fixes are ever made for any of the cosmetics, I'd be more than happy to add them.
Are you looking at the "pyro_sweater.mdl" and "sweaterthin.vmt" files? I just checked the cosmetic and everything is as it should be.
Might've been a bad download, try resubscribing.

The Soot Suit is showing up perfectly fine on my end. Maybe try a fresh download of this addon, and if the problem persists, maybe take some screenshots of your console, viewport, and new model window so I can see what's going on with your end.
