is it possible to fix the north polar fleece so that the under part is the same bright color as the other spots. Example: painted white = the spots on the neck and hands looks normal but the under spot looks more greyish than white. Thx in regards !

Before adding body cosmetics, right click the fempyro model in the Animation Set Editor, click utilities, then Bake Procedural Bones, now you can apply the shirt.

It's paintable, the cosmetic uses default TF2 files for it, though it might be the kind of texture that SFM doesn't like where paintable parts are black instead of white. If fixes are ever made for any of the cosmetics, I'd be more than happy to add them.

Are you looking at the "pyro_sweater.mdl" and "sweaterthin.vmt" files? I just checked the cosmetic and everything is as it should be.

The Soot Suit is showing up perfectly fine on my end. Maybe try a fresh download of this addon, and if the problem persists, maybe take some screenshots of your console, viewport, and new model window so I can see what's going on with your end.
