You can edit it, if you know how to use LUA. You'll have to decompile the add-on, edit the pop-up message and remove the sound events in the code.

Through ULX, go to the entity part of the menu and use 'telephone_booth' as entity name. You can do it through rcon/console using ent_create telephone_booth. The last method will require sv_cheats so would only be useful in your local server. You will have to use an entity spawner script to make it spawn automatically with server restarts.
