While it is possible to set it as possible to plant farms underwater and underground, my mod does not specialize in it. Due to someone else contributing, and therefore making a mod that allows you to plant farms beneath the surface, I will not be adding it as a feature. There is a mod released on Mod.io called Under Planting that will meet your needs.

I don't think he can. I'm not even sure that they can legitimately be built.
