You can fix anyone who was wearing Jacket's parts prior to the update by force-changing their body parts with Appearance Manager, or by changing out their equipped armor to something else.

Unrestricted Cust. may also prevent soldiers from breaking, but i haven't used it in so long i don't actually know.

(i have clairvoyance and knew you would ask why jacket's parts are suddenly broken after the update)

Damn, Jacket would be older than Bradford by the time of XCOM 2 roles around. Though it's not like the DOA girls would be that much older either(Kasumi and Ayane would be in their forties).
If one were to use the Augmentations mod you could pretend he was a cyborg.
