I agree with Tellik, i think a speed boost in recruiting armies/ building military ships would make more sense than ship speed, otherwise i cant wait to try it

It probably will affect all ship types, yes. But it's meant for turtling. So presumably the idea is that once you've done your exploration, you switch Policy to go into turtling mode.

I do agree with both sides, the only thing that bothers me from using it really is the ship speed modifiers. If I remember right, this is also going to affect science/construction ships.

I have the opposite reaction; I strongly prefer defensive platforms over navies, so this sounds awesome.

This sounds like the kind of mod that could become really good, after a lot of testing and balancing.

My immediate reaction is that I'd munch the fuck out of "Unbridled Aggression", because I almost never use Defense Platforms anyway, and the -10% Starbase Capacity is also a very, very minor annoyance since I mostly just use excess Starbases as Anchorages. I need 1 Trade Starbase, maybe eventually 2 or 3 for a large empire, and I need 1 Shipyard Starbase, eventually 2. The others I use as Anchorages, so I'll have a bit fewer of those. Meh. At the same time, +5% Ship Speed is hugely attractive. Even more so than +25% Naval Capacity is.
