Mens Sana's cleanse is similar to Solace's. neither normally remove unconscious.
It's essentially a single-target long range version of solace's aura. So, yes, WAI.
the percentage of psiheals that persist is configurable in Mitzruti's Perk Pack's XComMZPerkWeapons.ini they use the PersistHealPercent value under the [MitzrutiPerkPack.MZ_Effect_PsiHeal] heading. set it to 50 to heal 50% etc.
Using Choose My Class? That ignores the forced deck, so you'll have to either use the GTS or change their NumInDeck to something that's not 0.
I haven't tried it, but it should be possible to use that instead. you may want to change the loadout in XComGameData.ini to make them start with the psi-vest tho.
Commander's choice should work.
