I don't have a city near any reefs.
I suppose something in the September update removed the ability to get favor from techs. Have you seen reef tiles getting the gold/science? I haven't built campuses in coastal cities in any games I played.
I am also not getting any Favor, but I don't have any of those Resource Mods.
Also: Only tiles with Forest/Jungle are getting the +1 Gold/Science.

I would suggest remove the favor gain on researching technologies, and only leaving it for Eurekas.
you are aware the first photograph was taken a year after Jefferson's death correct?
Jefferson died July 4th 1826, the earliest surviving photograph was taken in 1827

UU is set by the Civ, not the leader (though a leader can have extra UU's as part of their leader ability, like Roosevelt's 'Rough Rider'). So the only way to change the P-51 to something else, would be to create a completely new Civ (rather than just an alternative leader).
