I think the unique portraits are for wen chou and yan liang, they are already in the base game, just without the unique portraits

His mod uses my mod as a base. You can look at the Nexus page for the most updated version. I don't know the exact list of things his added to his version. What features exactly are you looking for?
I'm not sure if you are using them together, but only either use the BETA events or kazamax's events, don't use them together.
The BETA events mod is also tied to version 2.0.x, which is on Nexus. This version of the main mod is version 1.7.0. Reason 2.0.x is not posted on steam yet is because it is likely to break save files going from 1.7.0 -> 2.0.x so I'll most likely post it as a different mod once enough things are ready.
Major differences is that a lot of starting characters are baked into the startpos so you just start with them, no events. This includes Zhou Tai and Han Dang, they should just start with Sun Jian. As a result, no events should fire for Zhou Tai or Han Dang. Which means that you most likely have some other mod spawning them (or I forgot to update the steam version of the event mod).
I think Zhou Tai is bugged though? Every time I play Wu in the first round I get an event that spawns him. A few turns later I get another Event that spawns him and Hand Dang. So the mod gives me two Zhou Tais. I use the addon event mod and the character pictures from DW9 as well.

Oh that's prob a bug I'll need to look at it when I have time. It's most likely because I have a script to generate portrait files and Cao Ren's id says he is earth even though he is metal in game. I'll need to make an exception for him.

Follow the instructions for Steam users on the Nexus page. Or if you just want the whole nexus version, download the entire mod from there and put the files into the data directory. The data structure inside the rar file should match the data directory's structure.

AFAIK. It is not really original portraits, most of DW imported characters (such as Cao Ren, Cao Xiu, Zhou Tai, Pang De) are using modified version of original portraits just like in those screenshots above I know it because when I tried to change their armors their portraits didn't change so.
it is kinda cool for people who don't want DW portraits but still I encounter some bugs such as Cao Ren is using Earth(Yellow) portrait instead of Metal.(Grey/Purple) so it is kinda better using DW portraits for now.

Download this version, download the nexus version, extract only the characters to data/UI/characters/
Now turning the steam mod on and off will turn the mod on and off, with the exception of portrait replacements of the vanilla uniques.
Note that this mod is not compatible with other mods that modify startpos.esf
Note that turning this mod off during a save game will most likely cause you a lot of problems.
I also would love to see a consolidated mod instead of having to choose which one to use.

Anyways for ROTK I might consider it later. Because of the way the folder structure is set up, if you know how, anyone can create custom assets for any of the 94 characters. I might extend that to the ROTK roster later.
