The problem with axis is that some of those ships are already in queue in 1936. Thus the dilemma - add only Bismarck+Tirpitz OR add also 2 earlier battleships. I just can't decide.
And then, what's the point? Giving 2 or 20 battleships to AI Germany is pointless. It will never be a serious challenge to RN or USN. Skilled UK player can just port strike new BBs to death as they pop up.
Not sure about Japan, as they already have a focus to add two Yamato class into production.
