i personally think the water unlock skill should be ranged firing rate, because as it is it forces water generals to use only crossbows.
1 - "Cunning" (water) - The bonus to campaign movement range needs a rework, currently the difference between low and high values is extremely high, meaning there'd be no reason to not have a Strategist leading an army - I'd suggest changing the bonus to a range between only -10% and +10%, to the army, regardless of being commanding. If that is not possible it'd be better to just scrap this bonus, unless it's intended to make all commanding officers strategists.
2 - "Instinct" (fire) - The bonus for construction time should probably be changed to something else, it is way too prevalent of a bonus, even at a low ranges.
Similarly, still on instinct, both the charge bonuses are too high, and they contribute to the power creep on red cavalry, whilst making commanders and yellow cavalry even less appealing.

I am updating campaign movement range to be only the commanding general because the effect does not seem to work at the moment.
Thought so, had your old mod before and it disappeared.
Quick question, for the skills that affect "this army" does it work for everyone or do they have to be the main general?

Okay Liu Bei is basically a god. I'm not really sure how to fix this without making it worse for every other character in the game.

General life is not supposed to be fixed at 18k. WOOD buff health does not affect soldiers. WOOD buff armor does affect soldiers.
