Shame GMOD udpates broke this.
I can't seem to DL them from github, any time i find the rings files on Github there's no DL button
Why not exactly? You can download them as a zip or via the Github Client or even via Shell/Bash.

Like mentioned a couple times already, it's a last resort. This is not something a normal user needs to do on a regular basis to make everything work. Troubleshooting the problem is ALWAYS the number one thing you need to do to solve a problem IF all things fail THEN something like a format is applicable here to start from zero all over again. Having a clean start is most of the time better than building upon something that is broken.
That said, I'm not even sure why you brought that up, the place I wrote that was in the last of the raw where I did mention to follow our troubleshooting steps where we have detailed information with steps to follow to actually get things fixed the upsumming of these things were just the level of troubleshooting where a format is the last.
all i'm saying is that should NEVER be a last resort, whether it's a missing .dll, or the paths to the model are incorrect, or their version of directx is too old to support it, whatever it may be, erasing everything is just a poor solution in my opinion
i actually figured out what the problem was by troubleshooting instead of deleting things and hoping it works again, you can shut up now moron.
If there's a problem we acknowledge we will fix it, however if a person confronts us with a problem we can not recreate we can not fix this as this is usually a client side problem which we're not able to fix as we do not have access to the persons computer in question.

Oh quit your whining and just do it. Either re-download the new version of the CAP code, or just reinstall.
Unless you have a better idea, then just shut up.
deleting everything and then reinstalling and hoping that whatever frigged up the first time doesn't again is a terrible way, instead of just trying random things why not figure out what's causing it then go from there?
Those are the last measurements you need to take if everything else fails. If nothing works then it's most likely caused by a corrupted system where a format would be the best and easiest solution for it.

Use an ancient or a goa'uld ring platform and rotate it upside down and place it on the ceiling, then the rings will come from the ceiling down to the ground.
Are you sure you're using the newest github links because that error you've got normally only happens when you don't got a legit copy of gmod OR that you're using an outdated svn repository.

Redownload the gma!
Not with the workshop version, you'll have to get the Github version and edit the Lua code for it.
Then your gma file might have been corrupted, remove it manually in your addon folder and let steam redownload it. If that doesn't work remove everything and redownload everything again. If that doesn't work unsubscribe/uninstall all other addons and only keep cap+wire. If that doesn't work remove gmod completely and reinstall it with only cap+wire. If that doesn't work format your operation system, redownload gmod, redownload cap+wire.
