It's been a long time since I've modded Civ V, but I think it's something you define in the file for the city-state itself. It might also be possible to adjust it through World Builder, because you can change the colors of civs and city-states in there.
Hey, I came back from college, and as promised I updated the mod! I doubled all the tech costs to slow down a Science victory. I may make more changes later though. I've had really my first chance ever to play my own mod and I'm making tweaks as I go.
I plan on integrating the City-State Diplomacy mod though, because the gifts of gold Influence mechanic would make it almost impossible for any smaller civ to secure City-State allies. Also, the gifts of gold mechanic has made it so that it's almost impossible to ally a City-State for 25 straight turns, which is the turn number I've defined for directly integrating a City-State into a civilization.
Not to mention Germany managed to get 55 out of 56 necessary votes on the first World Leader vote in my game. So I'll adjust that.
iirc, I made tech costs pretty high, but I'll have to check. In any case though I can't do anything about it until December since I don't have my PC in college. Tell me if you have any recommendations though

It won't get done anytime soon, granted, since I'm in college and don't have a PC to mod with (Macbooks can't use the WorldBuilder or SDK tools), but it's a WIP.
22 is a hard limit for scenarios in Civ V, unfortunately.
Look, I hate to be all political on Steam, but you have to be joking if you think Turkey is still a democracy or that Recep Tayyip Erdogan isn't Islamist and Neo-Ottomanist. Turkey is long removed now from Ataturk's secular and republican ideals.
When you change the 0 to a 1, all of the files Database.log, xml.log, and lua.log should begin recording information. Send me content from those three files, as that’s where the important stuff is.
Also, the Middle East was more interesting in 2014 than now. If I made a Europe 2019 mod, there would be no ISIL to create an interesting situation down there.
Denmark isn't a Civ because they're a relatively minor European nation, and Sweden is a larger nation which would be better for representing Scandinavia. Also I didn't want too many Western European nations.
For now I'm going to update the mod description to reflect that the Serbian civ is also crashing, but at the same time I'm also going to bring up this problem to the CivFanatics forum and a Civ V modding discord to see if the issue can be resolved.
I've done a number of tests to figure out the cause of the problem, but I still haven't figured it out. I'm working on it.
