I did a quick new game with only this and your 8 turn per year mod ,as it's a prerequisite, and the issue still persisted so I don't think it's a mod conflict.

hmm strange, i have not seen this before, and ive played many campaigns.. my guess is somethings changed with an update, or another mod conflict? I can look into this before my next campaign. Getting ready for one soon

Is this supposed to allow later nodes to be picked without their prerequisites? Because I can pick "Intense Cultivation Techniques" and "Metropolitan Superintendents" right from the beginning, the former of witch is the end of its tree with 4 prerequisites.

5tpy Progrssive Reforms

I think 8tpy reforms made an amazing mechanic, and I want to use this mechanic in 5 turns per year. Therefore, I made this reproductive version. The concept of progressive reforms is really something brilliant, thanks!!
