Steam is setup in a way that collections are open to create by anyone, and any creation is open to be added to the collection. Notifying each person seems like a bit much, but I am sure steam could implement that into the system, requiring a user to give permission. I would recommend contacting steam about implementing that feature if you think it is important for people to retain control over their creations. As of now, I believe that all creations added to steam have their ownership relinquished. I would re-read the terms of service in that regards to verify. Sorry to cause any problems, but I have no plans to alter or remove any of the creations. Cheers!
