I have removed that section from the code and all crashing issues stopped.
I’m a decent coder so I’m going to pull this apart and maybe take out the atoms for peace trait and replace it with JFD’s Lincoln trait, only for science buildings.
If this fixes the issue I’ll update here!

Seemed clear enough to me.
1. I don't see the word "yes" anywhere in grant's reply.
2. grant also said "so it won't be shared across all cities connected with the capital", hence the seeming contradiction.

Is the answer to Omega Infinita's question ("do you only need to build them in the capital and then it counts as built in all cities connected?") a Yes or a No?
Lockheed U-2 is an aircraft unit, but it replaces the paratrooper, a ground unit. Because of this, neither of the units appear in the tech tree and they are not available for production.
Also, part of the UA does not work as described, regarding the Naval and Air unit modifier. On deity, I denounced other civs with greater military presence, but was not seeing a positive modifier boost in the production interface for neither naval or air units. I don't think the policy tree filled/tenet adopted condition function as described either.
Other than that, the city connection/science boost seems to be working fine.
