Hey! The wallpaper wasn't working for me neither so I searched online and found this post from the developers of Wallpaper Engine themselves: https://steamhost.cn/steamcommunity_com/app/431960/discussions/2/1484358860951576217/
This post solved the problem with this and many more wallpapers so give it a try! (whoever is currently reading this)

@timmy thick You may need to install the HEVC Video Extensions from the Microsoft Store.
