OR modify the conquest and treaty rules, so that there is a MINIMUM number of cities and provinces that you can take in a Peace Treaty.
Or instead taking a small piece in the first treaty, you go for Treaties that break the other side up by forcing them to release territories to independent status.
Or your force them into a subordinate status and then later integrate them.
