Mmm. Looks more like a common glitch... it's not a bad idea, it just needs... i dunno, transparent ghostly footprints that follow you? amorphous mist around your ankles? To start fading much higher on the leg? I just don't know...

That would be a problem with your TF2 reading the body groups terribly.

Looks like the graphics bug that pops up sometimes with Scouts and Demomen, or when a Spy is disguised as a Scout.
