Fixed it, the problem was that I had my own mod as a regular file in my mods folder, instead of keeping it seperate and also downloading my own mod over the steam workshop

Ive tried this mod and creative mode 2, neither of them seem to do anything to the server regardless of if theyre enabled before or after world gen. What might be causing this problem??

At first, I didn't notice any difference in results after swapping the Page Keys, but then I realized I didn't have the user-mod of Simple Map Editor Abuse on. :') After having all 3 sister mods on, this one started working to some extent:

I don't know if it's due to me being the user, but the turfs don't follow the pages above. placement sounds do to some extent, didn't check through. My page 5 looks something like this:

Numpad 1 = Deciduous Turf
Numpad 2 = Desert Turf
Numpad 3 = NEW SHALLOW OCEAN
Numpad 4 = Savanna Turf
Numpad 5 = Grass Turf
Numpad 6 = Forest Turf
Numpad 7 = Old Ocean
Numpad 8 = Barren
Numpad 9 = Rocky Turf

Restarting didn't fix it, but it occasionally changed how the pages behave. Anyways, I was able to spawn in the shallow ocean tiles I needed + this mess might be 100% just me.
