Yes, you need the Making History DLC for the big 5m tanks. You can see the DLC requirements on the right here on this page

Is there a DLC or mod that I'm missing, because when I try to load it it tells me that there is a missing part that was a structural/fuel tank I think.

The "crush cores" on the legs just have really high impact tolerances compared to the tanks, thats it

No, Starhopper flew with only one Raptor installed. Starship will have 3 of them

a Composite overwrapped pressure vessel, COPV in short, is a vessel containing liquids or gases. In this case, it most likely contained Nitrogen for the Falcon 9 ACS blocks used on Starhopper.

So basically just a small tank for RCS propellant.
