Just suggesting it here because while taking all the cheats away may work well for some, it might not be the right answer for everyone. And I like keeping everything even on the game table. If I get something, so does the AI, and vice versa.
The only fix i can think of would be to remake the AI so it plays fairly without any cheats, it would require a lot of work and understanding of the existing systems and balance of the game.
What the game needs is a smarter AI but that was the case for civ 5 too.

From what i can remember, the AI bonuses are scattered all over the place, your best bet is to do what i did above and use a program that can search through all the files.
