Now, all chatters should be fetched and selected randomly. Unfortunately, I'm not able to test the recent changes, since I don't have access to a twitch livestream with that many viewers.
I've update the plugin to use the new Twitch API. Unfortunately, you need to authorize this mod to fetch your chatters now.
Since this mod uses that API, it won't work after April, 3rd, as you said. I'll update the description appropriately.
I would have to implement a whole authorization flow, maybe even with an external service (server), to make this work again; Which I deem not worth the effort.

My understanding is, that it's any "active" viewer. That means viewers, which have at least once written in the chat, to be recognized by Twitch as "active".
You can also click on the "Community" (top right) button in the chat window. The users listed under "Viewers" are selected.
All of this ultimately depends on the data provided by the APIs.
I originally inteded this mod for streames, so they could integrate their viewers into the game. But you might aswell just use it, to integrate your favourite streamer's viewers into yours.
This mod still relies on the randomization of the citizens. If I recall correctly, at 100 viewers, there will only be citizens named after viewers. I'm still not sure about "clearyourbrowserhistory". Was it someone in the chat?
The thing about cripy messages is, that it cannot be moderated. Say, someone writes something in chat and chirpy would re-broadcast it in-game. If a mod (or a bot) would delete the message from chat, there's no way to also remove it from chirpy. Thus someone could abuse this lack of moderation and might also cause trouble for the streamer. That's why I don't implemented this featuer.

No, there haven't been any updates, yet.
As far as I can tell, there are no major bugs. Also I consider this mod feature complete.
Maybe I'll do it in the next days.
Even your good mods may be missed due to the lack of thumbnails.
