For the Empire vassals, you can also argue that the 'nation' that they try to advance in this case is the Empire as a whole. Or in other ways, they strive to make sure that the Empire thrives under /their/ guidance. Most griffons view the Empire as something to strive toward, which affects the way they think about their ideals.
1. Some fascist nations are isolationist - more concerned with purity than expansion.
2. Some neutral countries are actually puppets. For example, the neutral nations of Griffonia often endorse traditional vassalage under the emperor.
Harmony, Equality, Supremacy, Sovereignty.
Supremacy to fit with the theme (and it conveys the aggressive nature of the Fascist-archetype nations)
Sovereignty to convey the idea that these nations are most concerned with maintaining their right to rule as they see fit and keeping their authority on the world stage. Whether they view their nation as a group of citizens under their rule, or as an extension of themselves, they will fight to advance their nation toward grand goals.
