I didn't know about their specific retinue usage and I've needed a good amount of 20 min to understand what was the problem ahahah
Anyway, thanks for the fix
II really wanted to play with disabled retinues since a duke, or even an Emperor during middle ages with standing army is just super ahistorical bs.
I don't know if you'd be able to fix it, or if you even want to do so (maybe disabling nomads was your intent after all ahahah). But if you manage/want to fix it, I think permitting retinues to Imperial governments would be acceptable too :)
and it seems to be affecting all the tier 5 retinues -_- just checked your code also and it isn't at fault far as I can tell, so I'm digging around in my stuff to see if I can find it
furthermore this mod does nothing to buildings or any other source of "retinue points" so it neither increases nor decreases retinue cap.
i'd recommend checking other mods you use because:
troops ranging from 300-500 per retinue
is not the size of either vanilla or HIP mod retinue unit as they both stick to 250.
