This ship is very, very outdated. Please see the updated version, the MCI Voyager class.

Also envoy cruisers measure minimally around 41 to 40 m upwards to 100 m in length This is not even a frigate

Too small to be considered envoy class. Ambassador class is bigger than this envoy should be bigger than ambassador as they outrank them
