Getting hit by a waterballoon counts as a normal hit, so it should aggro all nearby beefalo.

Why'd it go off the shelf? I've tested this one and it seems to be fully functional, and I don't see how this could be breaking any rules.
If you are worried, though, you can save a copy of Steam Workshop mods for personal use. Just browse to your game's mods folder and backup the folder "workshop-1877835661". Put it back there after renaming it and it won't be removed unless done manually.
