I thought she was blonde, but the model ingame is brunette and has a different outfit.

Yes. As long as certain conditions are met:

✓ The screenshots showcasing the mod are censored
✓ The title of the mod contains no NSFW text

This applies to most workshops, https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1847809239 this guy got away with it, and he's barely following the guidelines. i'd say you have a 80% chance of successfully posting.

speaking of sexy, technically nudity is allowed on the workshop, so long as it doesnt have nude cover art, screenshots etc. also it cannot have words like "porn" or anything of that sorts. It also should be marked NSFW and you should be clear, dont quote me on this though,
