If the problem persists, disable all addons and re-enable them one by one and you'll figure out the problem, since almost 500 people don't have any issues. Unless there is some freak accident with the Steam servers that precludes the addon(s) from downloading.

Okay, so the screenshot doesn't actually have a list of subscribed mods, which used to be a Steam feature.

Anyway, subscribe to both mods. This one https://steamhost.cn/steamcommunity_com/workshop/filedetails/?id=1479310357 should say "Subscribed" instead of "+ Subscribe" if you actually subscribed to it. Then this skin will work.
