Looping from 0-9, you just roll back to 0 after reaching 9, continuing the loop. (the math function MOD would quickly get you your roll-over value needed) Unless, somehow, the actions are buffered and it is spewing out a list of 21 actions, then you could run into issues again. I think that planting trees, which is fast, may be doing just that. The game may be buffering many actions into a list and your mod is trying to cram 21 actions into an array with only 10 values, going past 10 or 20, which would need a roll-over adjustment. Especially if using a "for each", in a list of elements.
The game will fail to build a tree after 10. If you go into the settings and change the number higher, it lasts longer. If you keep it at 10, then simply hit ENTER, it will empty the undo info and start working again.
Otherwise, this is a valuable QOL addition that the original game should have. Even if it was just limited to being used when the game is paused, as opposed to being active while the game is running and the things you are creating, start getting used, then suddenly deleted or redone.
Check that you're not using outdated mods by using the Skyve mod.

This mod, however, barely works 90% of the time and will instead delete some random thing god-knows-where in my city that I'll only find out about several hours later.
Another issue I had was that, after saving my game and reloading it, I would come back to find old roads and quays that I had previously deleted with the Ctrl+Z-command would come back, underneath my city, forming huge ravines/craters that initially freaked me out and collected water.
IF ANYONE ELSE ENCOUNTERS THE SECOND ISSUE, don't worry, your save file isn't permanently screwed; you can eventually bulldoze those roads if you manage to get the perfect angle and click the perfect spot. It's a bit finnicky, but it's doable. The ravines/craters will close up if you bulldoze nearby buildings.
