That's from the mod Kerbin Konstructs, but I'm not sure if it works now in 1.8.0.

That was originally only part of the "low altitude stability demonstration", it's a lovely coincidence with manta rays!

Another really practical aircraft that also looks quite well.
The idea of flying it just above sea level to remind of manta rays as depicted in images 5+6 is just genius.
