I accidentally renamed Chips before I knew "he" was part of this mod... Opps. But my name is much better. ("Chips" -- you cannot be serious!)
Aaand yes, Simmie wiped out Rebel Base. Standing there alone in an empty room. Hmmph. Guess I needa get the patchy thingy.
If you don't see him immediately, you might need to stick around a bit, or check the water/platforms. I was searching all of the buildings, but I think he walked into town from the water side.
I'm looking at him as I type this. I ran a hiver squad down there to verify for sure that he does in fact spawn as of this comment.

You can merge it if you ever feel like it.
I'm going to keep it almost exactly how you have it, but make a few fixes and other things. If you'd like, you can always merge it in with your main mod too whenever you get back into Kenshi.
But yeah, it seems like the game marched on so to speak, and whatever tweaks changes made over time broke the mod. I've kinda lost interest in Kenshi (for now).
If you copy the mod from the workshop folder to the game's mods folder (rename it appropriately), you can revert the dirty changes yourself in the Construction Set. If you don't want to fix it yourself, do NOT use this mod.
I think Sanford is in the United Cities spawn lists, if I remember right I found him in Clownsteady or Drifter's Last but you probably need to check them all.
I've seen a few mods where the author has accidentally broken stuff and don't seem to notice. Unfortunately I don't think there's a Nexus version for this, either.
I did some load order management to try and mitigate this problem but to no avail. Unless there's a compatibility issue I'm missing somewhere, this is a reluctant unsub :(
When I asked, author said: "That probably means that they are using a Player Dialogue as the base Dialogue or they are inheriting from a Player Dialogue, you can report the bug to them" so I'm reporting hoping a fix could be done.
