Its a problem of the game currently. But the developers are about to fix it soon. At least thats what they said.

@ludicolo there are no buildings to store concrete...

Arkham Asylum that would act like Hospital with a lot of ambulances (20+) and 4 road connection would be nice ;p

currently there is a bug that construction offices cant use custom buildings. But it will get fixed soon.

@ludicolo now it would be nice to have a storage that holds concrete
