I look forward the yt have diplo option from start, I getting tired seeing them get smacked early game

can you do the bandit too? they also cant diplomatic from start

Does this mod only affect the player? If not please make another or update so the AI doesn't rick roll the whole map :)

Should only allow human to confederate. AI will just mess this up in early game.
