Holy sh*t, this is propably the most powerful character that can actually be defeated with enough luck and training, i was able to defeat him on level 9 CPU, propably my hardest match i have done yet.

turns out having runes above cpu level 7 isn't the problem. even at level 1 they combo you to oblivion. challenge aside i want CASUAL fights, as much as some devs find it hard to grasp

The custom AI has no real behavioral differences between CPU levels. Think of the level 7+ Cactuar as an added challenge. Just fight level 6 Cactuar if you're looking for a more fair fight.

i feel like this is perfect as is both thematically and in game, i wouldnt change it. its just fast enough to not be meme character-tier while still being very beatable.
BUT, i would liek the overflowing power bar that the CPU gets to be useable without needing abyss runes, but probably rework the full power attack to not be so strong.
other than that, love it as is.

I would like to balance the cactuar at some point, just not soon. I'm not entirely sure how to balance cactuar without making it less fun.

hard but almost fair. if it's possible, setting the origin on the taunt to where the hitbox is would be great but it is actually pretty funny as is.

AFAIK 100% Accurate Fox uses the default AI. Cactuar uses a custom one to be extremely mean ;)

Yeah, Increasing the startup from 18 to 20 frames makes side special to down special techable when grounded.

If side special to down special is too good I could make down special have a slower startup. Cactuar is definitely intended to jump high.
I'll look into making nair a multihit move, it would make sense.

In an effort to be helpful I looked for other feedback. Feel free to ignore.
Side special into down special is pretty damn good.
Up special seems like it could tilt left or right. Side special could possibly tilt up or down, but idk if that would matter.
I would also lower full jump height, unless getting really high without doublejump is part of his identity.
I'm not sure when nair is the right tool. It doesn't often chain into another hit. It looks like it should be multihit.

On second thought, You do have a point about short hop height. Most short-hops are very short in rivals, I'm just a bit used to Smash ultimate where they tend to be on the higher side.

Personally I just think you should fastfall to account for shorter targets. I found Uair in particular was harder to land due to higher startup time and low active time, so I'll probably decrease startup length and increase active time and recovery time by 2 frames.

I took a more careful look, and I think the awkward aerials comes from short hop jump height being high enough that most short hop aerials will go over the head of a grounded target. I personally would decrease all grounded jump heights, for better control.

Cactuar is quick and has a pretty fast fastfall. It's possible some aerials have awkward startup lengths and active time. Which attacks in particular do you think need tweaking?

I'm really liking it, but I think the hitboxes would feel more consistent if they had some duration instead of being single frame. I also had some trouble with landing short hop aerials. Maybe the mobility is inconsistent with the rest of the cast, or it could just be me.
