I don't really liked it. But it would be a good promotional item.

There's a polygon limit in TF2 so that's why it looks a bit 2007. Also, if you really hate polygons, look at the spycrab cosmetic and all the classes.

Wait this was already an item in the workshop, but that one wasn't compatible with tf2 in their valves eyes??? This makes no sense

They were referring to "The Civil Pyrotection", which was marked incompatible many many years ago. Valve used to not like items relating to their other games, though they don't seem to mind now. Many HL2 items have been made since. (This item is also supposed to be a Combine Soldier, while the old one was a Metrocop :P)
