Foxhell: First of all, brass is an alloy, similar to bronze. To get it you need to either alloy copper and zinc or smelt their ore dusts together (zinc ore ingame is the orange mineral - calamine). How to get ores I explained in the answer on 'More minerale' mod page. Now, regarding the reforged steel, last time I played 'industrial' pack it could be made only in royal forge (the large one) or appropriate industrial crafter. You probably need to build the royal forge first.

@Foxhell. Are you by a chance using 'Industrial Engineers' modpack? I have not followed it for some time, but last time I checked it used and addon, that made it possible to produce it only in royal forge and industrial crafters.

I was using the royal forge mod but only a regular forge and that must be it because i haven't made the royal forge yet. im a total crap bug tester but if theres anything you would like me to try i'd be happy to help. :)

I am surprised though, that this happened today. I have not updated either mod for quite some time. In the modpack the reforged steel should not be craftable since the beginning and with this mod alone it should be craftable in the ordinary forge even now. Maybe some change permitting the ordinary forge crafting has been introduced by someone else in one of the mods used in the modpack and now removed ...

Are you playing with 'industrial' modpack? If yes, there is a mod in the pack that shifts the reforged steel production to the royal forge only. I am going to equip that mod with its own version of the research quest so there is no confusion.

Theres an issue in the latest version as of todays date that you can't make reforged steel during the quest in a forge. plenty of steel in INV. replacing forge didn't work.

thx. it's a must functionality, because sometimes if u go to some distant mine and tools almost broken u want to reforge them before time.

I can add it, though it would again produce the 'ordinary' steel ingots. In the future I will try to implement field repair similar to Ivan's repair kits.

there is an issue on dedicated server with creating reforged steel plow, shovel and axe (pixaxe and hammer is ok). u get only regular steel tools after it created: https://youtu.be/qgayxm2XZr8
