Well yes, these softwares do cost money, they both are well worth it, though!
There are free alternatives too though, like Blender and Sculptris.
I will not be able to explain the workflow here though, the short answer is, years of devoted studying.
If you would like to get started generally, i suggest you pick a software you trust is able to realize your visions and then watch some Youtube tutorial videos about it.
"UV mapping", "Low poly modeling" or "3D painting" are relevant keywords.

Though if you really start from scratch i suggest you try something with Photoshop, first. Gimp is the free alternative there.

Look though the "Guides" for that!
