Fox does have a voice sound effect on Side-B for his regular mode. The sound effect that's used when he's moving is his voice, not the sound effect the move itself makes. Melee uses two sound effects at the same time for that part.
Speaking of the start-up from Side-B, Fox snaps to the sprite used for the actual move for when he's moving 3 frames too early, so the sprite change happens on frame 20.
Also, I don't know what's going on for this one, but if you land after, like, the first frame or two of an aerial and Shine immediately afterwards, the sound effect of the move silent. I've been noticing weird audio oddities in RoA like that lately, so I don't know if you can fix that, assuming it's part of the game's code.
