No, this should work fine with any combination of our mods enabled. Sounds like there's some conflict preventing the text files from loading properly, which I'm pretty sure isn't happening on our end. Could you send me your Database and Modding log files? (Go to C:\Users\YOURNAME\Documents\My Games\Sid Meier's Civilization VI\Logs) Just upload them to somehing like Google Drive and link it here please.

Does this require the main mod as well? Running GS, I've got a capital city with no name, and the rivers and mountain ranges are all named LOC_NAMED_RIVER_SPIDER_PEOPLE etc
