I cant comment on compatibility with other mods I am afraid. However, as a tip check the government window GUI. If this is changed in terra indomita then there will be incompatibility.
Unfortunately the government gui is essential to this mod so there is probably nothing that can be done.

The only problem with it is that Carthage doesn't get laws with his punic republic gov. If someone would know how to fix it, it would be really great!

Could I suggest something?
Could some offices also provide buffs for certain political factions? Like the first three in the upper row could +.1 optimates, the next 6 +.1 populares and the last bottom row +.1 boni.
I play to simulate how the middle 6 positions seem really like the popular assemblies and the others the more maos maorum positions...
I think it'd add an interesting element into the political faction game play :)
